Rwanda has a mixed legal system: historically rooted in the civil-law tradition inherited from Belgian and German colonial administration, it has progressively integrated common-law elements since joining the Commonwealth in 2009 and the East African Community. Primary legislation — organic laws, ordinary laws, and presidential, prime minister's, and ministerial orders — is published in the Official Gazette of the Republic of Rwanda, while regulatory policy sits across ministries and statutory agencies such as the National Bank of Rwanda, the Capital Market Authority, RURA, and the National Cyber Security Authority. Case law spans the Supreme Court, the Court of Appeal, the High Court, and the Commercial Courts. Legal materials are published in Kinyarwanda, French, and English.

Rwandan law moves quickly: the 2003 Constitution was revised in 2015, the labour code was overhauled by Law N° 66/2018, Law N° 058/2021 introduced a comprehensive personal-data-protection regime, and successive investment and business-registration reforms have repeatedly reset the rules for domestic and foreign investors — so citations to outdated provisions can simply be wrong.
