About Uganda legal coverage

Uganda is a common-law jurisdiction whose legal system derives from English common law and the doctrines of equity, applied alongside statute and, in personal and land matters, customary law. It is a unitary republic: primary legislation takes the form of Acts of Parliament passed by the unicameral Parliament of Uganda and assented to by the President, published in the Uganda Gazette by the Uganda Printing and Publishing Corporation (UPPC) and consolidated in the Laws of Uganda, with subsidiary legislation issued as Statutory Instruments. The court hierarchy runs from the Supreme Court and the Court of Appeal — which also sits as the Constitutional Court — through the High Court to the magistrates courts, while regulatory policy sits across bodies such as the Bank of Uganda, the Uganda Revenue Authority, the Capital Markets Authority, the Uganda Communications Commission, and NITA-U. English is the official language of legislation.

Uganda's statute book changes steadily: the Data Protection and Privacy Act, 2019 introduced a comprehensive data-protection regime now enforced through the Data Protection and Privacy Regulations, 2021 and the Personal Data Protection Office; the Investment Code Act, 2019 replaced the 1991 investment regime; and the 1995 Constitution has been amended several times, notably in 2005 and 2017 — so citations to superseded provisions can simply be wrong.
