Mayotte is a French overseas department and region (DROM) in the Indian Ocean, and an outermost region of the European Union, so it is a civil-law jurisdiction where French national law applies, with adaptations specific to the territory. Primary legislation is enacted by the French Parliament and published in the Journal officiel de la République française, consolidated on Légifrance (legifrance.gouv.fr); local measures are issued by the Préfecture de Mayotte and the Conseil départemental and published in the Recueil des actes administratifs. Justice is administered through the Tribunal judiciaire de Mamoudzou and the Cour d'appel de Mamoudzou, with administrative matters before the Tribunal administratif de Mayotte and final review by the Cour de cassation and the Conseil d'État.
