About Laos legal coverage
Laos (the Lao People's Democratic Republic) is a civil-law jurisdiction shaped by French legal tradition and socialist legal principles, with a unified national legal system under a one-party state. Laws are enacted by the National Assembly and promulgated by presidential ordinance, while decrees and implementing regulations come from the Government, the Prime Minister, and line ministries; since 2011 primary legislation is published in the Lao Official Gazette, maintained by the Ministry of Justice. The court system runs from the People's Supreme Court through provincial and district People's Courts, alongside the Office of the Supreme People's Prosecutor. Legal materials are published primarily in Lao.
Lao law has changed rapidly through a wave of recodification: the Civil Code (No. 55/NA of 2018, effective 2020) consolidated large parts of private law, the Penal Code of 2017 replaced the earlier Penal Law, the Law on Investment Promotion of 2016 reset the framework for foreign and domestic investment, and the Constitution was amended in 2015 — so citations to superseded instruments can simply be wrong.
