What is Vietnam's primary cybersecurity law?
The Law on Cybersecurity (Luật An ninh mạng), Law No. 24/2018/QH14, passed by the National Assembly and in force from 1 January 2019. A revised Law on Cybersecurity, No. 116/2025/QH15, was published on 10 December 2025 and takes effect on 1 July 2026.

About Vietnam legal coverage
Vietnam is a civil-law, single-party socialist jurisdiction. The National Assembly (Quốc hội) enacts primary laws (Luật); the Government issues decrees (Nghị định), the Prime Minister issues decisions (Quyết định), and ministries issue circulars (Thông tư), with consolidated texts published as Văn bản hợp nhất. Binding instruments are published in the official gazette, Công báo, on congbao.chinhphu.vn.
