About Jammu and Kashmir legal coverage
Jammu and Kashmir is a Union Territory of India with a common-law based legal system derived from Indian law. It was reconstituted as a Union Territory by the Jammu and Kashmir Reorganisation Act, 2019, effective 31 October 2019, which also carved out Ladakh as a separate Union Territory. Legislation applicable to the territory is published in the Jammu and Kashmir Government Gazette and consolidated on the India Code repository, while Statutory Rules and Orders (SROs) and notifications are issued by the administration's departments. The High Court of Jammu & Kashmir and Ladakh, with seats at Srinagar and Jammu, is the superior court, and the Supreme Court of India is the apex court. Under the Jammu and Kashmir Official Languages Act, 2020, the official languages are Kashmiri, Dogri, Urdu, Hindi, and English.
The statute book of Jammu and Kashmir changed dramatically after August 2019: the special status under Article 370 was read down, the former State Constitution and the Ranbir Penal Code ceased to apply, hundreds of state laws were repealed or replaced, and central legislation — including India's reformed criminal codes such as the Bharatiya Nyaya Sanhita, 2023 — now applies to the territory.
