Cambodia is a civil-law jurisdiction — a constitutional monarchy whose modern legal system draws on French legal tradition, rebuilt after the UNTAC period and the 1993 Constitution. Primary legislation takes the form of laws (Kram) enacted by the National Assembly and the Senate and promulgated by Royal Kram, published in the Royal Gazette (Reachkitch), alongside sub-decrees (Anukret) of the Council of Ministers and ministerial proclamations (Prakas). Regulatory policy sits across ministries and statutory agencies such as the National Bank of Cambodia, the Securities and Exchange Regulator of Cambodia, the General Department of Taxation, and the Council for the Development of Cambodia. Case law spans the Supreme Court, the Court of Appeal, and the Constitutional Council; legal materials are published primarily in Khmer.
