About Bhutan legal coverage

Bhutan is a constitutional monarchy whose legal system blends its Buddhist Tsa Yig heritage with a modern statutory framework built on the 2008 Constitution of the Kingdom of Bhutan and English common-law influences. Primary legislation is enacted by the bicameral Parliament — the National Assembly and the National Council — and given assent by the King (Druk Gyalpo). There is no single Western-style official gazette; enacted Acts are published by Parliament and the Office of the Attorney General, and consolidated legal materials are maintained by the judiciary and the Bhutan National Legal Institute. The court system runs from the Dzongkhag and Dungkhag Courts up through the High Court to the Supreme Court of Bhutan, the apex court established under the 2008 Constitution. Legislation is published in Dzongkha and English, with English texts widely used in commercial and official practice.
