The Labour Code of the Republic of Uzbekistan, approved by Law No. ZRU-798 of 28 October 2022 and in force since 30 April 2023, is the framework instrument for individual and collective labour relations, replacing the 1995 Labour Code. Primary legislation — laws of the Oliy Majlis, presidential decrees and resolutions, and Cabinet of Ministers acts — is published in the National Database of Legislation (Lex.uz), maintained under the Ministry of Justice, while regulatory policy sits across ministries and statutory agencies such as the Central Bank of Uzbekistan, the State Tax Committee, and the Capital Market Development Agency. Case law spans the Supreme Court (Oliy sud) and the Constitutional Court. Legal materials are published in Uzbek, with Russian-language versions widely used in official publishing.
Uzbek law is moving quickly: a new Constitution was adopted by referendum on 30 April 2023, reshaping the institutional framework; a new Labour Code (Law ZRU-798) took effect the same day; and the Law on Personal Data (Law ZRU-547 of 2019) continues to be implemented through new rules, including data-localization requirements — so citations to outdated provisions can simply be wrong.
