About Turkmenistan legal coverage
Turkmenistan is a civil-law jurisdiction whose legal system derives from the Romano-Germanic tradition inherited through the Soviet period, operating as a highly centralized presidential republic and a UN-recognized permanently neutral state. Primary legislation is adopted by the Mejlis (Assembly) and promulgated by the President; laws, codes, and decrees are consolidated and published through the Ministry of Adalat (Justice) and official state channels. The court system is headed by the Supreme Court (Ýokary kazyýet), with arbitration courts for commercial disputes and no separate constitutional court. Legal materials are published primarily in Turkmen, with Russian still widely used in practice.
Turkmenistan's institutional framework has changed rapidly: the 2016 constitutional revision reshaped executive and rights provisions, the 2020 amendments created a bicameral Milli Gengesh (National Council), and in January 2023 the country returned to a unicameral Mejlis while reconstituting the Halk Maslahaty (People's Council) as a supreme representative body — so citations to superseded institutions or repealed provisions can simply be wrong.
