About Syria legal coverage
Syria is a civil-law jurisdiction whose foundations trace to the French-influenced legal tradition. The Syrian Civil Code, enacted by Legislative Decree No. 84 of 1949, was modelled on the Egyptian Civil Code and remains the core of private law, while personal-status matters are governed by community-specific rules, including the Personal Status Law No. 59 of 1953. Primary legislation is published in the Official Gazette of the Syrian Arab Republic; the People's Assembly (Majlis al-Sha'b) is the legislature, and the court system is headed by the Court of Cassation, with the Supreme Constitutional Court and the Council of State handling constitutional and administrative matters. Legal materials are published primarily in Arabic.
Syria's legal framework is in a period of profound change. Following the fall of the previous government in December 2024, a transitional administration issued an interim constitutional declaration in March 2025, and institutional, commercial, and regulatory reforms are expected to reshape large parts of the statute book — so citations to pre-transition provisions can quickly become outdated.
