Which Seychelles law governs the incorporation of international business companies (IBCs)?
The International Business Companies Act, 2016 (Act 15 of 2016), administered by the Financial Services Authority, is the principal statute governing the incorporation and regulation of international business companies in Seychelles; it replaced the 1994 IBC Act and has since been amended to meet international economic-substance standards.

Why Lawstronaut for Seychellois legal research
Seychellois legal information is spread across the Government Gazette, the National Assembly, financial and sector regulators, the courts, and public legal information repositories such as SeyLII. For humans, that means slow research. For AI systems, it's a bigger problem: fragmented source access, inconsistent formats, missing provenance, and weak citation trails.
Lawstronaut turns those sources into one structured legal data layer — source links, metadata, full text, versioning, and API/MCP access. Your product or agent retrieves the legal source directly instead of relying on generic web search or unverified model memory. Every answer carries a citation, a timestamp, and a link to the official document — the provenance that makes a legal research platform defensible to auditors and regulators.
About Seychelles legal coverage
Seychelles is a mixed-law jurisdiction: its civil law derives from the French tradition — its private law is codified in the Civil Code of Seychelles — while criminal law, procedure, evidence, and much commercial law follow the English common-law model. The supreme law is the Constitution of the Republic of Seychelles, adopted by referendum in 1993 and in force since 21 June 1993. Legislation is made by the National Assembly and published in the Seychelles Government Gazette by the Department of Legal Affairs, with consolidated laws and judgments made freely available on the Seychelles Legal Information Institute (SeyLII, seylii.org). The court hierarchy runs from the Court of Appeal through the Supreme Court (including the Constitutional Court) to the Magistrates' Court. Financial and sector regulation sits with bodies such as the Financial Services Authority, the Central Bank of Seychelles, and the Seychelles Revenue Commission. Laws are published in English, one of the three official languages alongside Seychellois Creole and French.
Seychellois law has changed substantially in recent years: the new Civil Code of Seychelles Act, 2020 (Act 1 of 2021) recodified the country's private law, replacing the 1976 Civil Code, and the International Business Companies Act, 2016, together with the Beneficial Ownership Act, 2020 and successive amendments, has reshaped the offshore financial-services regime in response to international transparency and economic-substance standards — so citations to superseded provisions can simply be wrong. Point-in-time data straight from the source is what keeps a Seychelles legal research answer correct today.
