Saint-Martin is a French overseas collectivity (collectivité d'outre-mer) governed by Article 74 of the French Constitution. Loi organique n° 2007-223 of 21 February 2007, published in the Journal Officiel de la République Française, set out its statute — codified in the Code général des collectivités territoriales (articles LO6311-1 et seq.) — establishing a Conseil territorial and a Conseil exécutif with devolved competence over matters such as local taxation, town planning, and the environment.
