About Puducherry legal coverage

Puducherry is a Union Territory of India with an elected Legislative Assembly, formed from the former French establishments of Puducherry (Pondicherry), Karaikal, Mahé, and Yanam, which were transferred to India by the 1956 Treaty of Cession and de jure in 1962. It operates within India's common-law tradition, but under the Pondicherry (Administration) Act, 1962 and Article 240 of the Constitution, French laws in force at the transfer continued until repealed or replaced — leaving a residual French civil-law legacy in some personal and civil matters, notably for renonçants. Under the Government of Union Territories Act, 1963 the Assembly may legislate on most State List and Concurrent List subjects, while the Administrator (Lieutenant Governor) exercises significant powers. Assembly legislation is published in the Gazette of Puducherry, Union laws extending to the territory appear in the Gazette of India and the India Code, and the Madras High Court exercises appellate jurisdiction over the territory. Legal materials are published mainly in English and Tamil, with French retained as an official language of the administration and Malayalam and Telugu used in Mahé and Yanam respectively.

Puducherry law continues to evolve as Union reforms — such as the goods and services tax regime, labour codes, and data protection under the Digital Personal Data Protection Act, 2023 — extend to the territory, while the Assembly legislates on local subjects and long-standing French-origin provisions are gradually superseded.
