Primary legislation is enacted by the Congreso de la República and by the executive through legislative and supreme decrees, and is published in the Diario Oficial El Peruano; the Sistema Peruano de Información Jurídica (SPIJ), maintained by the Ministry of Justice and Human Rights, provides consolidated texts. Regulatory policy sits across ministries and statutory agencies — the SBS, BCRP, SMV, SUNAT, INDECOPI, and OSIPTEL among them.
