About Palestine legal coverage
Palestine has a mixed legal system: a civil-law core drawn from Egyptian and Jordanian codifications (themselves rooted in French and Ottoman law), Islamic Sharia law governing personal status, and residual layers from Ottoman, British Mandate, Jordanian (West Bank), and Egyptian (Gaza) administration. The Palestinian Basic Law of 2002, as amended, serves as the interim constitution. Primary legislation is published in Al-Waqa'i' Al-Filastiniyya, and the Diwan al-Fatwa wal-Tashri' (Bureau of Legal Counsel and Legislation) maintains official legislative texts. Regular courts run from the courts of first instance up to the Court of Cassation and High Court, alongside the Supreme Constitutional Court (seated in Ramallah) and Sharia courts. Legal materials are published in Arabic.
Palestinian law changes quickly and often outside a functioning legislature: with the Palestinian Legislative Council inactive, much lawmaking proceeds by presidential decree-law under Article 43 of the Basic Law — for example the 2018 Cybercrime Decree-Law No. 10, which replaced an earlier 2017 version — and some instruments apply differently in the West Bank and Gaza.
