Malaysia is a federal common-law jurisdiction based on English common law, operating under a written Federal Constitution as the supreme law. Parliament (Parlimen Malaysia) — the Dewan Rakyat and the Dewan Negara — enacts federal legislation, published in the Federal Government Gazette and consolidated as the Laws of Malaysia by the Attorney General's Chambers. A parallel Syariah court system applies Islamic law to Muslims in personal and family matters, and native courts operate in Sabah and Sarawak. The civil court hierarchy runs from the Magistrates' and Sessions Courts up through the High Court of Malaya and the High Court of Sabah and Sarawak, the Court of Appeal, and the Federal Court of Malaysia.
