The Jammu and Kashmir Reorganisation Act, 2019 (Act No. 34 of 2019), enacted by the Parliament of India and published in the Gazette of India, reorganised the former State of Jammu and Kashmir and constituted the Union Territory of Ladakh — comprising the Kargil and Leh districts and administered without a legislative assembly — with effect from the appointed day, 31 October 2019.

About Ladakh legal coverage

Ladakh is a Union Territory of India, administered directly by the Union Government through a Lieutenant Governor and without a legislative assembly. It was carved out of the former State of Jammu and Kashmir by the Jammu and Kashmir Reorganisation Act, 2019, with effect from 31 October 2019. Within India's common-law tradition, the primary legislation applicable in Ladakh is largely enacted by the Parliament of India and published in the Gazette of India and the India Code (indiacode.nic.in), supplemented by adaptation-of-laws orders, notifications, regulations, and orders of the Union Territory administration and by resolutions of the Ladakh Autonomous Hill Development Councils of Leh and Kargil, constituted under the Ladakh Autonomous Hill Development Council Act, 1997. Judicial authority runs through the common High Court of Jammu & Kashmir and Ladakh and the Supreme Court of India. Legal materials are published mainly in English and Hindi.

Ladakh's legal landscape is unusually fluid. Since the 2019 reorganisation the Union Government has extended, adapted, and repealed large numbers of central and erstwhile state laws through successive adaptation orders, and reforms touching domicile, land, environment, and administration continue — so citations to pre-2019 Jammu and Kashmir state provisions, or to superseded adaptation orders, can simply be wrong.
