Primary legislation — the Constitution of 1995, codes, and laws — is consolidated in the Adilet reference legal system (adilet.zan.kz), maintained by the Ministry of Justice, and officially published in the state gazettes Egemen Qazaqstan (Kazakh) and Kazakhstanskaya Pravda (Russian). Laws are enacted by the bicameral Parliament (the Mazhilis and the Senate), supplemented by presidential decrees and government resolutions.
