About Delhi legal coverage
Delhi is the National Capital Territory (NCT) of India, a Union Territory with an elected Legislative Assembly operating within India's common-law tradition. Under the Government of National Capital Territory of Delhi Act, 1991, the Assembly may legislate on most State List and Concurrent List subjects, but police, public order, and land remain with the Union, exercised through the Lieutenant Governor.
