The Government of National Capital Territory of Delhi Act, 1991 (Act No. 1 of 1992), enacted under the Constitution (Sixty-ninth Amendment) Act, 1991, establishes a Legislative Assembly and a Council of Ministers for the NCT of Delhi and defines their powers; it was later amended by the Government of National Capital Territory of Delhi (Amendment) Act, 2023. It is published in the Gazette of India.

About Delhi legal coverage

Delhi is the National Capital Territory (NCT) of India, a Union Territory with an elected Legislative Assembly operating within India's common-law tradition. Under the Government of National Capital Territory of Delhi Act, 1991, the Assembly may legislate on most State List and Concurrent List subjects, but police, public order, and land remain with the Union, exercised through the Lieutenant Governor. Delhi Assembly legislation is published in the Delhi Gazette, while Union laws extending to Delhi appear in the Gazette of India and the India Code. The High Court of Delhi sits at the apex of Delhi's judiciary, below the Supreme Court of India, and regulators such as DERC, the DPCC, the DDA, and the Municipal Corporation of Delhi issue sector rules.
