About Antarctica legal coverage
Antarctica is not a sovereign state and has no domestic legislature, gazette, or court system. South of 60° South latitude it is governed by the Antarctic Treaty System: the Antarctic Treaty (signed 1 December 1959, in force 23 June 1961), which reserves the continent for peaceful and scientific purposes and holds territorial claims in abeyance under Article IV; the Protocol on Environmental Protection (Madrid Protocol, 1991, in force 1998), which designates Antarctica a natural reserve and prohibits mineral resource activity other than scientific research; and instruments such as the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR, 1980) and the Convention for the Conservation of Antarctic Seals (CCAS, 1972). Rules are adopted by consensus at the annual Antarctic Treaty Consultative Meetings and administered by the Secretariat of the Antarctic Treaty in Buenos Aires, while jurisdiction over persons is exercised by their home states under Article VIII.
