The Åland Islands are an autonomous, demilitarised, and Swedish-speaking region of Finland whose self-government rests on the Act on the Autonomy of Åland (Självstyrelselag för Åland, 1144/1991) and the international guarantees settled by the League of Nations in 1921. Åland has its own legislature, the Ålands lagting, and its own government, the Ålands landskapsregering, with exclusive legislative competence over matters such as education and culture, health and social care, the environment, municipal administration, and policing — while Finland retains competence over foreign affairs, most civil and criminal law, the judiciary, and taxation. Åland's own acts (landskapslagar) and decrees are published in the Åland Statute Book (Ålands författningssamling), while Finnish acts applying in Åland are published in the Finnish Statutes via Finlex.
