The Fundamental Law of Vatican City State (Legge fondamentale dello Stato della Città del Vaticano), promulgated by Pope Francis on 13 May 2023 and in force from 7 June 2023, is the constitutional charter of Vatican City State, replacing the Fundamental Law of 26 November 2000. It vests legislative authority in the Pontifical Commission for Vatican City State and is published in the Acta Apostolicae Sedis.

About Vatican City legal coverage

Vatican City State is a sovereign city-state whose legal order is distinct from, though intertwined with, that of the Holy See it serves. Supreme legislative, executive, and judicial authority rests with the Pope, delegated respectively to the Pontifical Commission for Vatican City State, the Governorate, and the state's tribunals. Its legal system is a civil-law order in which, under the Law on the sources of law (Law No. LXXI of 1 October 2008, in force 1 January 2009), canon law is the first source and principal interpretive criterion, with Italian legislation received subsidiarily where compatible with the general principles of Vatican law. Laws and regulations are published in the Acta Apostolicae Sedis and its supplement for Vatican City State legislation, primarily in Italian; judicial authority runs through the Tribunale, the Corte d'Appello, and the Corte di Cassazione.

Vatican law has changed materially in recent years: the Fundamental Law was fully replaced in 2023, the judicial order was reorganized in 2020, and the anti-money-laundering and financial-supervision framework has been repeatedly reformed under scrutiny from the Council of Europe's MONEYVAL, with the Autorità di Supervisione e Informazione Finanziaria (ASIF) as supervisor — so citations to superseded provisions can simply be wrong.
